The Three Categories a WDO Inspection Examines

Understanding what inspectors look for in each category helps property owners see why a full wood-destroying organism inspection provides information the termite-only PC-9 can’t.

Termites

Drywood termites live entirely inside wood without soil contact and leave behind pellet-shaped frass as evidence of activity. Subterranean termites require soil contact to survive and build the mud tubes that inspectors look for along foundations, piers, and crawl-space framing. Both species are active in Hawaii, and both appear in a WDO inspection report.

Wood-Boring Beetles

Powderpost beetles lay eggs in wood; their larvae bore through it, leaving fine powdery frass and small round exit holes roughly 1/32 to 1/8 inch in diameter. Old house borers can reinfest seasoned structural wood, leaving larger exit holes and larval galleries behind. Documented wood-boring beetle activity on Oahu properties means this category isn’t theoretical for local buyers and sellers.

Wood-Decaying Fungi

Brown rot causes wood to darken and become brittle, breaking along the grain. White rot leaves wood soft and spongy. Both reduce structural load-bearing capacity and thrive in the moisture conditions Hawaii’s climate regularly produces. Inspectors look for discoloration, soft or spongy texture, musty odor, and cracking along the grain, along with conducive conditions like inadequate ventilation or moisture intrusion from leaks.

PC-9, NPMA-33, & WDO: What Each Document Covers

These three inspection types are sometimes treated as interchangeable, but they cover different scopes and carry different legal weight. Knowing the distinction helps buyers and sellers request the right documentation from the start.

Hawaii PC-9 TIR
Issued under HRS 460J-19, this form covers drywood and subterranean termites only. It’s valid for 15 days and is written into the standard Hawaii Association of Realtors purchase contract. It doesn’t address beetles or fungi.

NPMA-33 Form
The national WDI form covers a broader scope: termites, carpenter ants, carpenter bees, and reinfesting wood-boring beetles. Some lenders require it alongside the PC-9 because it captures organisms outside the PC-9’s scope.

Full WDO Inspection
A wood-destroying organism inspection that includes fungi and the complete beetle scope goes beyond both forms, providing thorough documentation of a property’s condition. Only a licensed pest control operator can issue a report accepted in the Hawaii Association of Realtors contract process.

WDO Inspections & the Honolulu Real Estate Transaction

The Termite Inspection Report is written directly into the standard Hawaii Association of Realtors purchase contract. The seller typically pays for the inspection; the buyer selects the inspector. If active infestation is found, the contract requires the seller to pay for recommended termite treatment, and a Certificate of Treatment must be delivered no later than five days before the scheduled closing date.

That five-day window is where timing becomes critical. Scheduling a WDO inspection early in the transaction reduces the risk of delays if treatment documentation is required before closing.
